The UNITED! Movement: Consultant to Develop Regional Campaign

Background

The UNITED! Movement was established in 2023 through a leadership summit organised by Y+ Global and AfriYAN ESA with support from UNICEF, UNFPA and UNAIDS. The summit convened 40 youth-led networks from 14 Eastern and Southern Africa (ESA) countries to collaborate, share knowledge, and strengthen social accountability in HIV and SRHR advocacy. The UNITED! Movement unifies these networks under a single campaign to amplify youth voices, accelerate responses to HIV and SRHR challenges, and engage diverse young populations through innovative approaches.

The UNITED! Movement is committed to fostering youth leadership in sexual and Reproductive Health and Rights (SRHR) and HIV advocacy. It seeks to develop a strategic and impactful regional campaign in these areas, leveraging digital platforms and on-the-ground engagements in selected countries to drive policy and social change in ESA.

Objective

The consultant will be responsible for developing an impactful regional campaign, collaborating closely with UNITED! Movement members and the Steering Committee will co-design, develop, and execute the initiative. We seek a highly qualified consultant with a demonstrated history of successfully leading and implementing campaigns, particularly in ESA.

Scope of Work

The consultant will be responsible for:

Developing a Regional Advocacy Campaign Strategy
  • Conducting a situational analysis of the advocacy landscape in ESA and reviewing the survey designed to identify campaign objectives and needs.
  • Identifying key issues, target audiences, and policy influencers through the survey results.
  • Organising consultations and meetings with UNITED! Movement members and the steering committee to refine campaign goals.
  • Develop a campaign strategy that aligns with UNITED! Movement’s vision, goals, and advocacy priorities.
  • Ensure the campaign is inclusive, evidence-based, and intersectional.

Coordination and Planning
  • Facilitate a collaborative design process with UNITED! Movement members and the Steering Committee.
  • Co-develop campaign messaging, branding, and engagement strategies.
  • Align the campaign with regional and national advocacy opportunities.
  • Coordinate with selected countries (local partners) to adapt campaign materials and strategies.

Development of Campaign and Advocacy Assets
  • Launch the campaign according to the timeline and agreed-upon deliverables in the campaign plan.
  • Design innovative content and digital assets (videos, infographics, toolkits, blogs, etc.).
  • Develop advocacy materials tailored for different stakeholders.
  • Support capacity building for grassroots advocates in campaign implementation.

Monitoring and Evaluation
  • Develop a simple MEL framework as part of the campaign strategy to track the campaign’s progress and impact.
  • Advise on data-driven methods for assessing digital campaign effectiveness.
  • Provide regular reports, impact assessments, and insights gained.
  • Offer guidance on strategies to sustain the campaign beyond the consultancy period.

Deliverables

The consultant is expected to deliver:

  1. Lead one inception meeting with UNITED! Movement members and the Steering Committee to identify key priorities and needs for the campaign.
  2. A detailed work plan and methodology for the regional campaign.
  3. A finalised regional campaign strategy document, co-developed with UNITED! Movement members.
  4. A set of campaign materials, including a simple digital advocacy toolkit featuring messaging, branding, and content guidelines.
  5. An implementation plan for selected countries.
  6. Depending on the objectives of the campaign, training and capacity building may be necessary for local campaigns.
  7. A final campaign report, including monitoring and evaluation aspects, with insights, statistics, and recommendations following three months of implementation.

Timeline and Budget

The consultancy is expected to last 10 months, with key milestones set in consultation with UNITED! Movement.

  1. Start Date: 10 March 2025
  2. End Date: 5 December 2025 (Including M&E)
  3. Total Budget: USD 3,000.

Required Qualifications and Experience

The ideal consultant should possess the following:

  1. 5-7 years of proven experience in implementing successful advocacy campaigns.
  2. A solid track record in designing, executing, and managing impactful advocacy initiatives with youth, particularly in the East and Southern Africa (ESA) region, which is highly valuable.
  3. Expertise in digital advocacy, campaign strategy formulation, and policy influence.
  4. In-depth knowledge of the political, social, and cultural dynamics of the ESA region, along with an understanding of the specific challenges and opportunities relevant to the campaign's focus area.
  5. Strong analytical and research skills, with a history of working collaboratively using participatory methods alongside youth and civil society organisations.
  6. Demonstrated ability in content creation, engaging on social media, and digital storytelling.
  7. Experience in capacity building and grassroots mobilisation.
  8. Excellent communication and facilitation skills, including strong written and verbal English proficiency (and possibly other relevant regional languages), with the capacity to effectively facilitate meetings, workshops, and consultations.
  9. Proven project management skills, with the ability to handle complex projects, meet deadlines, and produce high-quality outcomes.
  10. Experience in research, analysis, and monitoring and evaluation (M&E).

Consultant Management

The consultant will report to the UNITED! Movement Project Officer with supervision from the Communications and Advocacy Manager at Y+ Global and guidance from UNICEF Eastern and Southern Africa. All deliverables must be submitted by 5 December 2025.

The consultant is expected to join regular check-ins and feedback sessions to ensure that progress aligns with the project's objectives. This includes attending regular check-ins, virtual consultations, workshops, and other activities with the UNITED! Movement Steering Committee and movement members.
