Request For Proposals: HER Voice Country Leads For Namibia and Uganda

About The HER Voice Fund (HVF)

HER Voice Fund is a fund working to reduce HIV incidence amongst adolescent girls and young women (AGYW) and to improve their broader health, well-being and rights by supporting their meaningful engagement and leadership in relevant decision-making spaces.

HER Voice Fund provides support to organisations led by and serving adolescent girls and young women (AGYW) in 13 priority countries in Eastern and Southern Africa. The fund offers grants, leadership development, organisational strengthening, and advocacy to address the high HIV incidence among AGYW in these countries, where the disparity in HIV risk between males and females is particularly significant. The program is implemented by the Global Network of Young People Living with HIV (Y+ Global), which is registered in South Africa and the Netherlands. Funding for HER Voice Fund comes from the Global Fund and ViiV Healthcare Positive Action.

If you answer yes to all three questions, we invite the organisation/network to apply for the role of Country Lead for the HER Voice Fund in Namibia and Uganda.

Roles and Responsibilities

As a Country Lead, you will play a crucial role in:

• Assist and guide grantees through the application process, ensuring alignment with the HER Voice Fund 2022-2025 strategy and providing ongoing support and supervision during the implementation phase;
• Consolidate the work plans of all grantees to better track activities and strategically plan site support and supervision with consistent follow-up;
• Require a minimum of two site support and supervision visits for each implementation period, with the involvement of a key stakeholder representative, such as a member of the Ministry of Health SRHR technical working group or District Health Centre Committee;
• Provide technical and organisational development capacity and mentorship to grantees;
• During planning meetings with grantees, the country lead will identify one key area where grantees need support, and countries will provide capacity and mentorship throughout the implementation period. For example, this area could be administration, financial procedures, or developing quarterly reports;
• Actively engage and coordinate with key stakeholders to amplify the project. This includes submitting quarterly reports to government ministries such as NACs, UNAIDS, the Ministry of Health, Women Affairs and Gender, the Ministry of Youth, and the Ministry of Education, as well as attending key stakeholder meetings representing HER Voice Fund;
• Assist grantees with narrative and financial quarterly reports before submission to the Project Management Unit;
• Strengthen connections among grantees and key stakeholders in specific provinces or districts/counties;
• Organise and lead monthly and quarterly coordination meetings with grantees. The country lead will conduct monthly virtual coordination meetings and quarterly face-to-face meetings;
• Along with an ambassador, the country lead will lead the development of an advocacy strategy/agenda as a consortium (country lead, ambassador, grantees). The advocacy agenda should align with country profiles and comply with Y+ Global's mission and vision;
• Map key platforms and other civil society organisations that can support the advocacy efforts as a consortium.

Further to this, the country lead is required to co-lead at the country level with a HER Voice Fund Ambassador to:

1. Collaborate with the HER Voice Fund Ambassador to develop the work plan and budget for the implementation period, ensuring the ambassador's participation and logistics are covered;
2. Linking and introducing the HVF Ambassador to key decision-making platforms such as CCM, TWG, PRs, Civil Society key meetings and platforms, etc
3. Support Ambassadors in developing their presentations, speaking notes and interviews with media;
4. Arrange necessary office and meeting space, as well as internet access for the HVF ambassador, if needed.

Funding and Support

Organizations can apply for grants of up to €15,000 per country over two and a half years. Grants are awarded based on the project proposal and overall application.

1. Please complete the attached application form in full, clearly describing what your organisation will implement for 2024-2026 (see more instructions in the application form).
2. Complete the attached Budget Template and follow all the instructions provided.
3. Complete and submit your implementation plan (see more instructions in the application form). Kindly refer to the Country Lead TOR on roles while co-creating your activities.

Important Notes

• Write clearly and ensure you stay within the allocated word limit. Applications that exceed the word limit will not be considered.
• Ensure your application is signed by the executive director. Unsigned applications will not be considered. Submit both a signed PDF and a Word document version.
• Ensure that your application is in your own words and framing; do not copy what is in the Indicator reference document, especially when developing your indicators.
