Request for Proposal (RFP) for Finance Consultant
Introduction
Y+ Global - Global Network of Young People Living with HIV is dedicated to advocating for adolescents' and young people's rights to lead healthy and fulfilling lives. Our mission is to mobilise and empower adolescents and youth to live healthy, fulfilling lives through advocacy, leadership, and collaboration with global and regional partners. As the only international organisation governed by a board of young leaders under 30, we embody the principles of youth leadership and governance principles, ensuring that our advocacy is meaningful and impactful.
We seek a highly qualified finance consultant to support and strengthen our financial systems and procedures within Y+ Global. This engagement aims to ensure robust systems and processes, improve financial management practices, and support our strategic goals, especially on how we can further provide Technical Assistance to youth-led organisations in all regions Y+ Global is implementing.
Project Overview
The Finance Consultant will evaluate our current financial systems, including policies and operating procedures, identify areas for improvement, and support strengthening and developing some of the missing components, especially in aligning with donor compliance.
Scope of work and deliverables
Financial Policies and Procedures Manual Update
- Revised financial policies and procedures manual that reflects international standards, donor regulations, and best practices.
- SOPs document reviewed and updated with recommendations for improving financial management and aligning with organisational growth.
Organisational Budgeting System
- Comprehensive organisational budgeting framework, including templates and guidelines for budgeting and forecasting.
- Training or support materials to guide staff in implementing and maintaining the budgeting system.
Financial Forecasting and Reporting Review
- Assessment report on current financial forecasting and reporting practices, with recommendations for improvement.
- Updated financial reporting templates that align with donor requirements and enhance compliance.
Reserve/Unrestricted Management Policy Development
- Drafted Reserve/Unrestricted Management Policy, including guidelines on maintaining and utilising unrestricted funds.
Sub-Granting Management Strengthening
- Evaluation report on current sub-granting processes and gaps.
- An actionable plan or toolkit with recommended practices for improving sub-granting management within country networks if needed.
Internal Controls and Compliance
- Detailed review report on internal control systems for compliance with Netherlands and South Africa regulations.
- Recommendations for enhancing compliance with ANBI, SARS, CIPC, NGO forum, Belastingdienst, and UN HACT systems.
- Compliance checklist or framework to assist in ongoing adherence to international financial reporting standards.
Advanced Tracking and Reporting System for Grant Usage
- Suggested system specifications and requirements for an advanced tracking and reporting system.
- Recommendations for integration with current systems (QuickBooks, Exact, and Trifact) to improve efficiency.
Financial Accountability and Transparency Mechanisms
- Review report on current transparency and accountability mechanisms, highlighting gaps and areas for improvement.
- Guideline on best practices for financial accountability and reporting to stakeholders.
Financial System Review and Optimization
- Detailed assessment of QuickBooks, Exact, and Trifact functionalities, identifying gaps and optimisation opportunities.
- Recommendations report with options for system enhancements, additional features, or alternative systems to support organisational needs.
Final Report and Recommendations Summary
- Comprehensive report summarising all findings, actions taken, and recommendations across all areas of work.
Consultant Qualifications
- Proven experience as a Finance Consultant or in a similar role, with a track record of successful financial management support, especially within non-profit or NGO settings.
- Strong financial management and accounting principles expertise, with a deep understanding of budgeting, forecasting, and compliance with international financial reporting standards.
- Demonstrated experience working with NGOs focused on advocacy in HIV, TB, Malaria, and intersecting areas, particularly in complex, multi-donor environments.
- Relevant professional certifications, such as CPA, CFA, or equivalent, are preferred.
- Comprehensive knowledge of HIV, TB, Sexual and Reproductive Health and Rights (SRHR), Gender-Based Violence (GBV), and broader human rights and health issues affecting LGBTQI+ communities.
- Excellent analytical, strategic thinking, and problem-solving skills, with the ability to provide clear, actionable recommendations.
- Commitment to upholding confidentiality, promoting diversity and inclusion, and applying a respectful, culturally sensitive approach to all consultancy activities.

- References from previous clients.
